Attorney Profile
Serving the Puget Sound Region for More Than 40 Years

David Halinen
David Halinen founded Halinen Law Offices, P.S. to give developers, builders and property owners something often missing in land use matters: a lawyer who understands both the regulations and the realities of getting a project built.
David is also a licensed professional engineer (civil). That technical training lets him work hand in hand with project engineers and challenge technically flawed findings on stormwater, traffic, grading and critical areas.
For more than four decades, he has represented clients before the City of Tacoma, Pierce County, and cities throughout the Puget Sound region—preparing applications, presenting cases to hearing examiners, negotiating with planning staff, and, when necessary, taking land use decisions to court.
His practice focuses on land use law, environmental regulation, subdivisions and short plats, vested rights, and the real estate matters that go hand in hand with development.
Clients work with David directly. He returns calls, explains options plainly, and focuses on practical solutions that move projects forward rather than prolonging disputes.
